in a sense yes, low self esteem contributes a lot to both.  The harasser especially though, they inflict pain on their victims because they have low self esteem, it makes them feel better to see somebody else suffer.  As a result, their victims are left feeling ashamed, dirty, and all around worthless, a lot worse than the harasser.  Surprisingly, however, the majority of sex offenders were abused, either sexually or physically earlier in their life.  You&#039;d think that as a result of the pain they went through they would try to PREVENT anyone else from going through the same thing.  Sickly enough, it provokes them to do the same to other people.  It&#039;s sometimes sick and twisted how the human brain works.</description>

She&#039;s talking about a statistical correlation not an entitlement.

Probably both. People who harass usually harass because of low self steem.  People who allow harassment have usually low self steem too.

Of course this is only if the victim allows harassment, harassment can also be unexpected.</description>

Sexual harassment certainly contributes to low self-esteem, but I don&#039;t know if those with low self-esteem are more likely to be sexually harassed (or harassers). I&#039;d have to see studies before I came to any conclusions on that idea.</description>

I do truly believe that 95% of sexual harassment is the direct result of a misunderstanding - I don&#039;t think a colleague would ever intentionally set out to harass another; it&#039;s career suicide. To this extent I would encourage any person affected by it to confront the harasser first hand and express their feelings.
The other 5%, yes I do believe self esteem has a big part to play, particularly in men. Confident men do not feel the need to belittle others.</description>
